Wally, Pete & Mike arrive at Pencarrow Head to set up camp for the rest of the troop. It’s a good camp site, but Pencarrow doesn’t seem to like strangers. first the scouts are nearly run over, then they are warned against the site, told that the bathing is dangerous & the fresh water undrinkable, &, finally, they are offered a pound to leave. Something is going on at Pencarrow for which no witnesses are required. Could it be the ghost of the castle on the moor, the Phantom Rider?
